The Executive Committee is the governing board of the TCP. The ExCo is lead by the Chair and one or more Vice Chairs. The ExCo Secretary serves as the general manager.

Countries
The term "Participants" is the official term for all members of the TCP. There are "Contracting Parties", basically govenment agencies representing a country or the European Union. There are also "Sponsors" which are non-governmental private organisations that participate in the TCP. Participants and Sponsors have more or less the same role within the TCP.
